Background
Throughout the ages, Domestic Violence and Child Abuse have not only taken roots
in our society, but have also been passed on from generation to generation. The
patriarchal system of the human race has instituted man as the sole and
indisputable authority in the traditional home. This was accompanied by the
corresponding innate responsibilities of protector and provider, noble and just
attributes. Unfortunately, due to his physical constitution and natural
instinct, certain elements of this gender have abused these attributes, by using
autocracy, selfishness and cruelty, instead of justice, equality and love. This
has caused a series of myths, which were introduced, and have become part of
many cultures, with the purpose of justifying and perpetuating the abuse these
men commit against their spouses and children. It is worth noting that based on
reported cases eighty five percent of abusers are men, and fifteen percent are
women.
Program Application
The primary purpose of the Domestic Violence and Child Abuse Awareness Training Program,
is to clarify the concepts and myths previously noted, to instill in the mind
and perception of all concerned, that just because abuse has been allowed
throughout the centuries, does not mean it is correct. On the contrary, this
training program will indisputably establish that no one has the right to abuse
another person, even more so between spouses, and parents with their children.
This training will also demonstrate the devastating consequences that abuse has
on its victims. Having established that this is a social evil, a cancer, which
destroys the fiber of many families, it is essential that all public and private
sectors collectively participate toward its control and eradication. Government
and private organizations must consider this training, a critical information
and educational component toward the emancipation of victims of Domestic
Violence.
The information and knowledge acquired in this training will allow various
organizations to act individually, and collectively to eliminate this social
menace. While achieving this goal, it is important to maintain this in mind:

The application of the knowledge acquired in the Domestic Violence and Child
Abuse Training, will allow the following sectors forge a promising future for
the generations to follow by taking the following measures:
Legislative
Promulgation of laws to protect the victims, to punish those who commit the
abuse, and to institute rehabilitation programs for both.
Judicial
Implementation of promulgated laws that protect victims and appropriate
sentences for those who commit the abuse, considering that the rehabilitation of
both, abuser and victim, and whenever possible, the restoration of the family
must be the primary objective.
Law Enforcement
Enforcement of laws, which prohibit this type of crime, based on thorough
knowledge of these laws. Determine in an objective and impartial manner the
guilty party. Establish and maintain a tracking system to record, and
continuously monitor these cases.
Medical
Determine signs of physical, sexual, emotional and psychological abuse. Report
such cases to the appropriate authorities for their adequate follow-up.
Recommend treatment and rehabilitation for victims, short and long term.
Educational
Detect sings of physical, sexual, emotional and psychological abuse on students
of all ages. Report such cases to the appropriate authorities based on concrete
evidence. Provide counseling.
Social Services
Upon detecting signs of abuse, immediately report to the appropriate
authorities. Provide assistance to victims through referrals for counseling, and
therapy. Also with community resources, i.e. legal, housing, employment, and
transportation.
Faith Community
Aware of the fact that physical, sexual, emotional and psychological abuse is
like a cancer in a family, and a crime to the judicial authorities, provide
immediate material, emotional and spiritual assistance to victims of Domestic
Violence.
Media
Organize a national campaign utilizing mass media resources like newspapers,
radio, and television, with the purpose of broadcasting programs, which will
educate and inform, aimed at the national conscience to eradicate this social
evil.
The clear and irrefutable challenge to all segments of the population must be:
"To end with Domestic Violence and Child Abuse, we must commit ourselves in word
and action, that we will no longer tolerate this kind of violence, nor we will
stand indifferent while it continues to destroy our homes and communities"
